VDOT begins construction on $105.9M interchange improvement project in Chesapeake

Construction activities for the I-64/I-464 Interchange Exit 291A Ramp Improvements Project are set to begin in February, according to the Virginia Department of Transportation (VDOT). The project aims to enhance traffic operations, safety, and congestion at the cloverleaf interchange connecting I-64 with I-464, Route 168, and Dominion Boulevard in Chesapeake.

The $105.9 million contract was awarded to design-build contractor Joseph B. Fay Co. in early 2024. The planned improvements include widening the I-64 east ramp at exit 291A to accommodate two lanes, reconfiguring the ramp from I-64 east to I-464 north, and constructing a new flyover ramp bridge from I-64 east to I-464 south for direct access to Route 168. Additionally, the roadway and existing I-464 south overpass bridge will be rehabilitated and modified with two 12-foot travel lanes and shoulders.

Upon completion of the project, the current exit ramp from I-64 east to I-464 south (exit 291B) will remain but will only provide access to Dominion Boulevard. Motorists heading towards Route 168 south should use the new flyover ramp at exit 291A.

During construction, motorists should anticipate scheduled lane closures, ramp closures, and long-term lane shifts on both I-64 and I-464 at the interchange. The initial phase includes intermittent single-lane and overnight ramp closures on I-64 east at the I-464 north on-ramp. Starting as early as February 3rd, a long-term traffic shift requiring overnight ramp closures with detours will be implemented.

The project is expected to be completed by summer 2027. However, all work is dependent on weather conditions and scheduling; thus, timelines may change.
