Starting on February 6, the Virginia Department of Transportation (VDOT) will initiate a long-term closure of the northbound on-ramp from Tidewater Drive to I-64 west. This closure is part of the Hampton Roads Express Lanes (HREL) Norfolk Segment construction projects and is expected to last until fall 2025.
During this period, drivers heading northbound on Tidewater Drive who wish to access I-64 west should follow detour signs. The detour directs traffic under the I-64 overpass to a left-turn lane leading onto the I-64 west on-ramp.
In addition, an ongoing closure of the southbound on-ramp from Tidewater Drive to I-64 east will remain in effect through early 2026. Motorists can use Thole Street's new left turn to access I-64 east.
Drivers are advised to exercise caution near work zones, adhere to speed limits, follow lane markings and barrier guides, pay attention to digital message signs, and avoid distractions while driving.
The project started in summer 2023 as part of the first phase of HREL Norfolk Segment construction. It includes converting the existing inside shoulder along a two-mile stretch of I-64 into a high-occupancy tolled express lane. This express lane runs alongside three general-purpose lanes between Patrol Road and Tidewater Drive. The project also involves widening and rehabilitating several bridges on I-64.
