I-64 traffic shift begins for express lanes construction in Hampton

Starting March 25, motorists on I-64 in Hampton will face a new traffic pattern due to ongoing construction of the Hampton Roads Express Lanes (HREL) Hampton Segment. The changes will affect the area between the Hampton River bridge and the Mallory Street overpass.

Traffic on I-64 will shift left toward the median from outside lanes to inside lanes. This change will occur on I-64 west as early as overnight Tuesday, March 25, and on I-64 east by Thursday, March 27. The shift is expected to remain until late 2025 to facilitate roadway work, drainage improvements, barrier setting, and noise barrier construction.

The implementation of these shifts is planned for several nights starting Sunday, March 23, depending on weather and schedule. Overnight ramp closures are scheduled from 9 p.m. to 5 a.m., affecting:

- Mallory Street to I-64 west

- I-64 west to Woodland Road/Hampton University (exit 267)

- Settlers Landing Road/Woodland Road to I-64 west

- I-64 east to Settlers Landing/Hampton University (exit 267)

- Settlers Landing Road/Woodland Road to I-64 east

Motorists are advised to use I-664 as an alternate route when possible and exercise caution near work zones. They should obey speed limits, follow lane markings and barrier guides, pay attention to digital message signs, and avoid distractions while driving.

VDOT recommends using its free 511 Virginia traffic tools or the integrated Waze GPS app for real-time road conditions. The VDOT’s website and mobile app provide information about construction, traffic incidents, congestion, traffic cameras, weather impacts, and more.

This project involves converting three existing eastbound and westbound general-purpose lanes into one Express Lane, one part-time Express Lane, and two general-purpose lanes in each direction. It includes widening I-64, repaving existing lanes, adding a new travel lane from west of Mallory Street (exit 268) to LaSalle Avenue (exit 265A), spanning two miles. Work also covers six mainline bridges and one pedestrian underpass. The two eastbound bridges over the Hampton River will be replaced; the westbound bridge will be widened and rehabilitated.
