As part of the initial phase of construction for the Virginia Department of Transportation’s Hampton Roads Express Lanes Norfolk Segment, contractor crews are set to close the East Little Creek Road on-ramp to I-64 east in Norfolk. The closure will last from Friday, July 25 at 11 p.m. until Monday, July 28 at 5 a.m., allowing necessary ramp maintenance.

During this period, a signed detour will guide traffic. Westbound motorists on East Little Creek Road will be directed to Granby Street, East Admiral Taussig Boulevard, back to East Little Creek Road, and then onto Tidewater Drive and Thole Street to access the I-64 east on-ramp. Those traveling eastbound will continue on East Little Creek Road to Tidewater Drive and Thole Street for access.

The schedule is subject to change based on weather and other factors. Travelers are encouraged to use VDOT’s free 511 Virginia traffic tools or the integrated Waze GPS app for current road conditions. The 511Virginia website and mobile app provide updates on construction, traffic incidents, congestion, and more.

This project is part of Phase 1A of the HREL Norfolk Segment construction projects that began in summer 2023. It involves converting the existing inside shoulder along I-64 into a high-occupancy tolled express lane alongside three general-purpose lanes between Patrol Road and Tidewater Drive over two miles. Additionally, several bridges on I-64 will be widened and rehabilitated.
