The Virginia Department of Transportation (VDOT) is requesting public input on possible improvements for Indian River Road in Virginia Beach. The transportation study focuses on the section between South Military Highway and Indian Lakes Boulevard, aiming to address safety concerns, reduce congestion, and improve accessibility for pedestrians, cyclists, and transit users.

According to VDOT, the study will identify cost-effective and preferred solutions for roadway and pedestrian safety as well as multimodal connectivity. Community members are encouraged to learn more about the project at https://vaprojectpipeline.virginia.gov/studies/hampton-roads/hr-25-01/ and participate in an online survey available until November 24, 2025. The survey can be accessed at https://publicinput.com/hr-25-01alts and includes a translation tool for non-English speakers.

A previous survey was conducted in May 2025 to gather information about needs along this corridor. Feedback from the current survey will help shape preferred concepts and guide decisions on seeking future funding opportunities.

Comments may also be submitted by email to Jerry.Pauley@VDOT.Virginia.gov or mailed to Jerry Pauley at the Virginia Department of Transportation’s Suffolk office.

The initiative is part of Project Pipeline, a planning program created by the Commonwealth Transportation Board (CTB). Project Pipeline aims to find cost-effective solutions for multimodal transportation challenges across Virginia. It is managed by the Office of Intermodal Planning and Investment (OIPI), with support from VDOT and the Department of Rail and Public Transportation (DRPT).

The study is scheduled for completion in summer 2026. At this stage, proposed improvements are preliminary; they have not been funded or scheduled for construction. Recommendations from the study could be considered for state programs such as SMART SCALE, Revenue Sharing, or the Virginia Highway Safety Improvement Program (HSIP), as well as other regional or local funding sources.
