The Virginia Department of Transportation (VDOT), in collaboration with the City of Waynesboro, is seeking public feedback for a transportation study on Route 340, also known as P Buckley Moss Drive/Rosser Avenue. The study focuses on the section between Grandview Drive and Northgate Avenue.

This initiative aims to develop recommendations addressing safety, operational, and multimodal needs along the corridor. Notably, the intersection at Rosser Avenue/Lew Dewitt Boulevard/Windigrove Drive has been identified as a crash hot spot. Additionally, the corridor presents challenges for cyclists and pedestrians accessing nearby activity centers and transit connections.

VDOT encourages residents and travelers to participate in an online survey available from May 5 to May 19, 2025. The feedback collected will assist in identifying existing issues and forming recommendations for potential improvements. These will be evaluated and presented during the next phase of the study, which will include another opportunity for public comment.

This study is part of Project Pipeline, initiated by the Commonwealth Transportation Board (CTB). It is a performance-based planning program aimed at identifying cost-effective solutions for Virginia’s multimodal transportation needs. The Office of Intermodal Planning and Investment (OIPI) leads Project Pipeline with support from VDOT and the Department of Rail and Public Transportation (DRPT).

Expected to conclude in summer 2026, this study does not set construction dates but will recommend projects eligible for funding through programs like SMART SCALE, Revenue Sharing, and Virginia Highway Safety Improvement Program (HSIP), among others.
