The Virginia Department of Transportation (VDOT) is requesting public input on potential concepts for a transportation study focused on the Mooretown Road (Route 603) and Lightfoot Road (Route 646) corridor in York County. The study area extends between East Rochambeau Drive and north of Richmond Road (Route 60).
According to VDOT, the objective of the study is to develop cost-effective improvements aimed at enhancing roadway and pedestrian safety, increasing access for pedestrians, cyclists, and transit users, and reducing congestion along the corridor. Residents and travelers are invited to review different proposed concepts at two intersections within the study area and rate each option.

A previous survey conducted in May 2025 gathered information on needs and issues in the corridor. VDOT notes that community feedback from this additional survey will help identify preferred concepts and inform decisions about pursuing future funding opportunities.

This initiative is part of Project Pipeline, a program created by the Commonwealth Transportation Board to identify cost-effective solutions for multimodal transportation needs across Virginia. Project Pipeline is managed by Virginia’s Office of Intermodal Planning and Investment in partnership with VDOT and the Department of Rail and Public Transportation.
VDOT expects to complete the study by summer 2026. At this stage, potential improvements are preliminary; no construction projects have been scheduled or funded yet. Recommendations from the study may be considered for statewide programs such as SMART SCALE, Revenue Sharing, and the Virginia Highway Safety Improvement Program (HSIP), as well as regional or local funding sources.
