The Virginia Department of Transportation (VDOT) is seeking public input on travel conditions along Route 639, known as Ladysmith Road, in Caroline County. This request is part of a transportation study under the STARS program, which focuses on safety and operational improvements. The study area includes the section between Green Road and Bull Church Road, with particular attention to the I-95 on/off ramp approaches at the intersection.

According to VDOT, “The purpose is to address safety and congestion management needs identified within the study area.” Project partners include Caroline County and George Washington Regional Commission (GWRC).

Feedback from the public will help identify locations along Ladysmith Road that may need improvement. Comments can be submitted through an online survey available until April 9, 2025. The survey link is https://publicinput.com/route639study.

VDOT planners and engineers are collaborating with local stakeholders to tackle critical safety and traffic congestion issues across Virginia through the STARS program. Draft recommendations for potential projects will be presented in summer 2025 for public comment before finalizing plans.

While this study will not establish construction dates for improvements, it aims to develop proposals that localities can pursue for funding.
