The Virginia Department of Transportation (VDOT) is requesting public input on a series of transportation studies aimed at assessing possible improvements for roads, bicycles, and pedestrian pathways in the Hampton Roads area. These studies are focused on specific locations in Virginia Beach, Hampton, Newport News, James City County, and York County.
Residents and travelers are encouraged to visit VDOT’s website to learn more about each study and provide feedback through online surveys available from May 14-30, 2025. The surveys can be accessed via links for each location: Indian River Road in Virginia Beach; Bland Boulevard and Jefferson Avenue in Newport News; Coliseum Drive and Mercury Boulevard in Hampton; Centerville Road in James City County; and Mooretown Road and Lightfoot Road in York County.
Feedback can also be sent directly to Jerry Pauley at VDOT via email or mail. This community input will assist the study team in identifying current issues along these corridors and developing recommendations for potential improvements. These recommendations will be evaluated and presented during the next phase of the studies, which will include another opportunity for public comment.
The studies are part of the Project Pipeline program initiated by the Commonwealth Transportation Board (CTB). This program is a performance-based planning initiative designed to identify cost-effective solutions for multimodal transportation needs across Virginia. It is led by Virginia’s Office of Intermodal Planning and Investment (OIPI), alongside VDOT and the Department of Rail and Public Transportation (DRPT).
Completion of these studies is expected by summer 2026. Any potential improvements identified are preliminary and not yet scheduled or funded as construction projects. However, they may be considered for funding through programs such as SMART SCALE, Revenue Sharing, Virginia Highway Safety Improvement Program (HSIP), or other regional and local sources.
