The Virginia Department of Transportation (VDOT), in collaboration with the City of Fredericksburg, is seeking public input on a transportation study focused on Fall Hill Avenue. The study examines the section between Mary Washington Boulevard and Washington Avenue/Germania Street as part of the Project Pipeline program.
An in-person public meeting is scheduled for Thursday, November 20, 2025, from 5 to 7 p.m. at James Monroe High School, located at 2300 Washington Ave, Fredericksburg, VA 22401. If there is inclement weather, the meeting will be moved to December 3 at the same location and time.
The goal of the study is to develop concepts that city staff and planning organizations could consider for future project funding applications. It addresses congestion mitigation, safety improvements, and better access for pedestrians, cyclists, and transit users.
As part of this phase of the study, VDOT invites community members to comment on proposed improvements. Materials can be reviewed and feedback provided either at the public meeting or online through an online survey. The designs presented are preliminary drafts intended for public review before finalizing study reports. No construction dates have been set yet.
Input collected from online surveys earlier in Spring 2025 helped identify current issues along Fall Hill Avenue and informed recommendations for potential solutions. Comments will be accepted until Monday, December 1.
Project Pipeline was established by the Commonwealth Transportation Board as a performance-based planning initiative aimed at finding cost-effective strategies for transportation needs across Virginia. The program is led by Virginia’s Office of Intermodal Planning and Investment (OIPI), working together with VDOT and the Department of Rail and Public Transportation (DRPT).
A final report on this study is expected in 2026. Recommended concepts may be considered for statewide funding programs such as SMART SCALE or Revenue Sharing as well as regional or local sources.
