The Virginia Department of Transportation (VDOT) is inviting public feedback regarding the current travel conditions along Route 3 in the Town of Kilmarnock. The initiative is part of a STARS (Strategically Targeted Affordable Roadway Solutions) study aimed at evaluating potential improvements in safety and operations on the section of Route 3 that runs between Hawthorne Avenue and School Street.
The study’s objectives include addressing issues related to safety, congestion, access management, and the requirements of cyclists and pedestrians in the designated area. The project is a collaborative effort with the Town of Kilmarnock, Lancaster County, and the Northern Neck Planning District Commission as partners. Public input is expected to guide which areas within the study should be prioritized for improvement.
Residents and other stakeholders can provide feedback by participating in an online survey available at https://publicinput.com/route3study. The survey will remain open for comments until April 29, 2025. According to the guidance provided, VDOT works alongside local planning staff and stakeholders under the STARS program to find solutions to notable transportation issues across the state.
Draft recommendations derived from the study will be shared with the public in the fall of 2025. There will be opportunities for the public to comment on these drafts before the finalization of plans. It is important to note that the study is not intended to establish construction dates but will outline proposed improvements for which funding may be sought by localities.
