VDOT invites public comment on Route 164 corridor improvements in Portsmouth

The Virginia Department of Transportation (VDOT) is asking for public feedback on possible improvement options as part of the Route 164 Corridor Study. The study aims to address safety and congestion issues along Route 164 (Western Freeway) from Towne Point Road to the West Norfolk Bridge in Portsmouth.

VDOT has launched an online survey that will be open through January 20, 2026, at https://publicinput.com/route164concepts. The survey seeks input on proposed improvements at interchanges including Towne Point Road, Cedar Lane, Virginia International Gateway, and West Norfolk Road.

The department noted that earlier community feedback and analysis identified concerns such as sudden stopping, weaving, and merging problems at ramps, which contribute to heavy congestion during peak times. This input helped shape potential improvement options that were initially presented at a citizen information meeting in November 2025. VDOT is now gathering further feedback through the current online survey.

Written comments about the Route 164 Corridor Study can also be submitted by contacting Mrs. Mitzi Crystal, PTP, Project Manager at VDOT. Comments should reference “Route 164 (Western Freeway) Study Comment” in the subject line and will be accepted until January 20, 2026.

It oversees one of the largest state-maintained highway systems in the United States and provides services like traffic management and road condition data access.
