Contractor crews with the Virginia Department of Transportation (VDOT) are set to begin overnight closures of mainline I-64 west in Norfolk. The closures, starting as early as Sunday, April 27, will occur between Little Creek Road (exit 276C) and Granby Street (exit 276A). This is part of the first phase of construction for the Hampton Roads Express Lanes (HREL) Norfolk Segment.
During these closures, traffic heading west toward the Hampton Roads Bridge-Tunnel will be directed to a new temporary general-purpose lane. This lane is located inside the I-64 mainline and adjacent to the existing Norfolk Reversible Express Lanes roadway. It remains accessible from a left entrance ramp on I-64 west after Tidewater Drive (exit 277) and before Little Creek Road (exit 276C). Off-ramps to I-564 (exit 276B) and Little Creek Road will remain open.
Overnight closures will affect ramps from Tidewater Drive and to Granby Street during mainline closures. Detours will be signed. To reach Granby Street, drivers should use the temporary lane and follow signs to exit at Granby Street via Ocean View Avenue (exit 273), then head east on I-64. Traffic from Tidewater Drive will be redirected onto I-64 east, exiting at Norview Avenue (exit 279), then re-entering I-64 west.
These scheduled nightly closures run from April 27 through April 30, beginning at approximately 10 p.m. until 5 a.m. All work depends on weather conditions and scheduling; thus, plans may change.
VDOT encourages drivers to check road conditions using their free traffic tools like VDOT’s free 511 Virginia service or the Waze GPS app for real-time updates.
The Hampton Roads Express Lanes Norfolk Segment project began in summer 2023. It involves converting an existing shoulder along I-64 into a high-occupancy tolled express lane alongside three general-purpose lanes between Patrol Road and Tidewater Drive over two miles. Additionally, it includes widening and rehabilitating several bridges on I-64.
