Weather permitting, a new traffic pattern will be implemented on I-64 east in Hampton near Hampton Roads Center Parkway (exit 261) starting as early as July 14. This shift to the inside of the roadway marks the second and final phase of bridge rehabilitation work associated with the Hampton Roads Express Lanes (HREL) Newport News Segment construction.
The current bridge work at this location will transition from the inside of I-64 east to the outside, causing traffic to shift inward. Travel lanes will continue to be reduced from four to three, but ramp access will remain available during this period. The temporary shift is expected to last until early fall 2025, though it may change depending on weather and scheduling.
This phase concludes two long-term single-lane closures and traffic shifts on I-64 east near Hampton Roads Center Parkway. A similar traffic shift for I-64 west in this area is planned for 2026.
Motorists are urged to exercise caution in work zones by obeying speed limits, following lane markings and barrier guides, being attentive to digital message signs, and avoiding distractions while driving.
Travelers are encouraged to use VDOT’s free 511 Virginia traffic tools or the integrated Waze GPS app for real-time road and travel condition updates. The VDOT’s 511Virginia website and mobile app provide information about construction, traffic incidents, congestion, access to traffic cameras, weather impacts, and more.
The HREL Newport News Segment Project spans approximately 11.5 miles on I-64 from just east of LaSalle Avenue (exit 265) in Hampton to 1.2 miles west of Denbigh Boulevard in Newport News. For most of this segment—10.5 miles—from just west of Jefferson Avenue (exit 255) to I-664 (exit 264), existing HOV lanes will be converted into Express Lanes alongside three general-purpose lanes. In the final mile between I-664 and LaSalle Avenue, one general-purpose lane in each direction will become an Express Lane alongside two general-purpose lanes.
