Starting June 2, the Virginia Department of Transportation (VDOT) will begin a temporary single-lane closure and traffic shift on I-64 east near Hampton Roads Center Parkway. This initiative is part of ongoing bridge rehabilitation work associated with the construction of the Hampton Roads Express Lanes (HREL) Newport News Segment.
The scheduled overnight closure will reduce travel lanes from four to three, shifting traffic toward the outside of the roadway. Ramps in the area will remain unaffected by this change. Earlier this month, a similar lane closure was implemented on I-64 east and west at J. Clyde Morris Boulevard.
This marks the first phase of several planned long-term closures and traffic shifts on I-64 east and west at J. Clyde Morris Boulevard overpass and near Hampton Roads Center Parkway. A traffic shift on I-64 west near Hampton Roads Center Parkway is expected to occur by late 2025.
The current inside lane closures are projected to last through summer 2025, after which further phases of temporary closures and shifts will commence. All plans are contingent upon weather conditions and scheduling.
Motorists are advised to exercise caution in work zones, adhere to speed limits, follow lane markings, pay attention to digital signs, and avoid distractions while driving.

The HREL Newport News Segment Project covers approximately 11.5 miles on I-64 from LaSalle Avenue in Hampton to Denbigh Boulevard in Newport News. In this segment, existing HOV lanes will be converted into Express Lanes alongside general-purpose lanes for most of its length. For a one-mile stretch between I-664 and LaSalle Avenue, one general-purpose lane in each direction will be transformed into an Express Lane.
