Data from the Virginia Department of Elections indicates that Democrats’ lead in early voting has steadily declined over the past four statewide cycles. In 2020, Democrats won early voting by 31 percentage points; however, by 2023, this margin had decreased to just 8.6 percentage points. This shift suggests growing Republican competitiveness. Restoration News argues that further gains in 2025 depend on conservatives adopting early voting rather than waiting until Election Day.

A report by Politico describes how Republican strategist Ned Ryun and his group American Majority Action developed a “permanent campaign” model focused on early voting. Ryun’s system is credited with helping Republicans win the Virginia governor’s race in 2021 and boosting Trump’s competitiveness in Wisconsin in 2024, highlighting the significance of early voting for GOP success.
