Portsmouth man receives over 10-year sentence for carjacking with firearm

A Portsmouth man, identified as Cedric Rashad Davis Jr., was sentenced to 10 years and 10 months in federal prison for carjacking and brandishing a firearm during a violent crime. According to court documents, Davis, who is known by the aliases Ced, Luh Ced, or Grim Reaper, robbed a victim at gunpoint in Virginia Beach on July 10, 2022. He demanded the keys to the victim’s vehicle before fleeing the scene in the stolen car.

The following day, Davis used Instagram to broadcast videos of himself driving the stolen vehicle while holding a handgun. Investigators later found text messages on his phone indicating attempts to sell the vehicle.

U.S. Attorney Erik S. Siebert for the Eastern District of Virginia and Anthony A. Spotswood, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Washington Field Division, announced the sentencing after it was handed down by U.S. District Judge Jamar K. Walker.

“This case resulted from a joint investigation involving the ATF, Virginia Beach Police Department, and Portsmouth Police Department.”

Assistant U.S. Attorneys Matthew J. Heck and Megan M. Montoya prosecuted the case.

“This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Project Safe Neighborhood (PSN).”
