Portsmouth man receives five-year sentence for fentanyl distribution

A Portsmouth resident, Saah Kinte Mills, 43, has been sentenced to five years in prison for possession with intent to distribute fentanyl. The sentencing took place following an investigation into Mills’ activities during February and March of 2025.

Court documents show that law enforcement conducted four controlled purchases in which Mills sold about 11 grams of fentanyl, another 11 grams of a mixture containing both fentanyl and heroin, and 2.41 grams of a combination of heroin, fentanyl, and xylazine.

On April 11, 2025, narcotics detectives arrested Mills in Portsmouth. At the time of his arrest, he was found with nearly 11 grams of cocaine. A subsequent search of his residence led investigators to recover a box of ammunition, over 31 grams of powder containing fentanyl, and an additional 29 grams of powder containing para-fluorofentanyl, heroin, and fentanyl. Authorities also found various items indicating drug trafficking.

The case was investigated by Homeland Security Investigations (HSI) Washington, D.C., along with the Chesapeake Police Department. Assistant U.S. Attorney Darryl J. Mitchell prosecuted the case.
