Overnight closures planned for I-64 east in Hampton for express lane sign installations

Contractor crews working for the Virginia Department of Transportation (VDOT) are planning overnight closures on I-64 east in Hampton to allow for the installation of overhead signs as part of the Hampton Roads Express Lanes (HREL) project.

The closures will take place between Rip Rap Road (exit 265C) and Settlers Landing Road/Woodland Road (exit 267). All lanes on I-64 east will be closed from 12:01 a.m. to 4 a.m. as early as Wednesday, Dec. 17, and Thursday, Dec. 18, with a backup date scheduled for Dec. 19. Signed detours will direct motorists to exit at Rip Rap Road and use North Armistead Avenue and Settlers Landing Road to re-enter I-64 east.

Single-lane closures in both directions will begin as early as 10 p.m. on Tuesday, Dec. 16, and Wednesday, Dec. 17, before the full eastbound closures start at midnight.

Drivers are encouraged to use I-664 as an alternate route during these times and are reminded to exercise caution near work zones by following posted speed limits and digital message signs.

Motorists can check current road conditions using VDOT’s free 511 Virginia traffic tools or the Waze GPS app integrated with 511 data.

The construction is part of Phase 4C of the HREL Hampton Segment project, which involves converting three existing general purpose lanes into one Express Lane, one part-time Express Lane, and two general purpose lanes in each direction over a two-mile stretch from west of Mallory Street (exit 268) to LaSalle Avenue (exit 265A). The project also includes repaving lanes, adding new travel lanes, replacing two eastbound bridges over the Hampton River, widening the westbound bridge, work on six mainline bridges overall, and one pedestrian underpass.

According to VDOT: “As traffic demand continues to increase in the region, incorporating the Express Lanes dynamic tolling model, together with other interstate improvements, provides an additional approach to managing congestion in the long term and providing more travel choices and a reliable travel network for Hampton Roads motorists.”

The completed HREL network will span approximately 45 miles from west of Denbigh Boulevard in Newport News to the I-264/I-664 Bowers Hill interchange in Chesapeake.
