The Virginia Department of Transportation (VDOT) is set to commence a structural steel rehabilitation project on the Robert O. Norris Jr. Bridge in late March. This $7.1 million maintenance initiative aims to sustain the bridge’s integrity as preliminary engineering work continues for a separate replacement project.

Travelers using Route 3 over the Rappahannock River should anticipate overnight delays due to this project. The Norris Bridge, which is currently in fair condition and safe for traffic with a 45-ton weight limit, will undergo repairs or strengthening of its structural steel components.

Spanning nearly two miles, the 67-year-old bridge connects Lancaster and Middlesex counties. During overnight work, one lane will be closed, with automated flagging devices directing traffic through the area. These devices can be quickly adjusted to manage congestion or incidents.

Overnight lane closures are expected on Route 3 for about two weeks starting Monday, March 31, at specified times: Monday through Friday from midnight to 6 a.m. and from 7 p.m. to midnight; Saturday and Sunday from midnight to 9 a.m. and from 9 p.m. to midnight.

Message boards will alert travelers at both ends of the bridge about the upcoming work zone. Once measurements are taken, necessary steel elements will be manufactured for repairs, taking approximately one month for fabrication and shipping.

The contractor plans day and night shifts to complete the rehabilitation project efficiently. Daytime operations will involve barges equipped with heavy machinery staged in the river later this spring without obstructing marine traffic.

Brief full traffic stops will occur throughout the project duration, with VDOT providing advance notice online at vdot.virginia.gov. In emergencies, these stops will be lifted immediately between midnight and 3 a.m., when both lanes might close briefly in 15-minute intervals.

Weather permitting, all structural steel repairs are projected to conclude by September 2026.

Regarding future developments, funding for replacing Norris Bridge was confirmed by the Commonwealth Transportation Board in 2021 as part of their Special Structures 50-Year Long-Term Plan. Preliminary engineering efforts are ongoing to support future design and construction phases.
