NFIB State Director Julia Hammond has called on Governor Glenn Youngkin to veto three bills that she claims would negatively impact small businesses in Virginia. The bills in question include proposals on minimum wage, mandatory paid leave, and vicarious liability.
House Bill 1928 aims to increase the state’s minimum wage to $13.50 an hour by January 1, with a further increase to $15 an hour by January 1, 2027. According to Hammond, “House Bill 1928 was well-intentioned, but it would hurt the people supporters say they’re trying to help.” She argues that this legislation would pressure employers to offer higher wages, forcing small businesses either to raise prices or reduce their workforce.
The same bill also addresses mandatory paid leave. Hammond notes that “small businesses operate on notoriously thin margins” and believes that imposing a universal paid leave requirement could financially strain small employers already dealing with increased labor costs and quality issues.
House Bill 1730 and Senate Bill 894 propose changes regarding vicarious liability for employers. While acknowledging that employers should ensure customer safety, Hammond criticizes Senate Bill 894 for its broad language, stating it could unfairly hold business owners liable for actions taken by employees when off duty and off-site. She warns this could lead to costly lawsuits against innocent business owners.
Hammond concludes by highlighting the ongoing challenges faced by Virginia’s small businesses due to rising prices and labor shortages. “We’re asking Governor Youngkin to veto these bills and help Virginia’s small businesses keep their doors open and keep people working,” she said.
