Motorists traveling on Interstate 64 in Hampton will see a new traffic pattern beginning as early as the night of December 16. The Virginia Department of Transportation (VDOT) announced that both eastbound and westbound lanes between Mallory Street (exit 268) and Settlers Landing Road/Woodland Road (exit 267) will shift from the inside to the outside lanes. This adjustment is part of ongoing construction for the Hampton Roads Express Lanes (HREL) Hampton Segment.
The shifted traffic pattern is expected to remain in place until mid-2026, allowing crews to continue work on the inside lanes. To implement this change, VDOT has scheduled several overnight ramp closures from approximately 9 p.m. to 5 a.m. These closures include:
– The on-ramp from Settlers Landing Road/Woodland Road to I-64 west
– On and off-ramps connecting I-64 east with Settlers Landing Road/Woodland Road (exit 267)
Not all ramps will be closed at once, and detour routes will be marked for drivers.

VDOT recommends that motorists use I-664 as an alternate route when possible and urges caution near work zones. Drivers are reminded to obey posted speed limits, follow lane markings and barriers, pay attention to digital signs, and avoid distractions.
Before traveling, drivers can check current road conditions using VDOT’s free 511 Virginia traffic tools or the Waze GPS app integrated with 511. The 511Virginia website and mobile app provide updates on construction, incidents, congestion, access to traffic cameras, weather impacts, and more.
This construction is part of Phase 4C of the HREL Hampton Segment project. It involves converting three existing general purpose lanes in each direction into one Express Lane, one part-time Express Lane, and two general purpose lanes per direction. The project also includes widening I-64 by adding a new 12-foot-wide travel lane in each direction from west of Mallory Street (exit 268) to LaSalle Avenue (exit 265A), covering about two miles.
Additional improvements include work on six mainline bridges and one pedestrian underpass. The two eastbound bridges over the Hampton River will be replaced while the westbound bridge will be widened and rehabilitated.
Once complete, the HREL Hampton Segment will become part of a continuous 45-mile high-occupancy toll Express Lanes network along I-64 stretching from Newport News to Chesapeake. VDOT states that expanding express lanes with dynamic tolling aims to help manage growing regional congestion by offering more travel options for motorists.
