Construction work related to the Hampton Roads Express Lanes (HREL) Hampton Segment will result in continuous weekend closures of the I-64 west on- and off-ramps at Settlers Landing Road/Woodland Road (exit 267) in Hampton. The Virginia Department of Transportation (VDOT) has announced that these closures are set to begin as early as Friday, August 22, at 9 p.m., lasting through the weekend until 5 a.m. on Monday, August 25. The closures are required for storm pipe installation at both ramps and are subject to change depending on weather and scheduling.

For those needing access to I-64 west from Settlers Landing Road/Woodland Road, eastbound motorists will be directed via Woodland Road, East Mercury Boulevard, and Mallory Street to reach the on-ramp. Westbound travelers on Woodland Road should use Settlers Landing Road to enter I-64 east, exit at Mallory Street (exit 268), then turn left to access I-64 west.
To reach Settlers Landing Road/Woodland Road from I-64 west during the closure of exit 267, drivers will be directed to exit at North Armistead Avenue/LaSalle Avenue (exit 265A), continue along North Armistead Avenue, turn left onto Settlers Landing Road, and proceed to Woodland Road.
Motorists are encouraged by VDOT to consider using I-664 as an alternate route when possible and reminded to exercise caution around work zones. Drivers should obey posted speed limits, follow lane markings and barriers, pay attention to digital message signs, and avoid distractions while driving.
VDOT recommends checking road conditions before traveling by using its free 511 Virginia traffic tools or the Waze GPS app with integrated 511 information. These resources provide updates about construction activity, traffic incidents, congestion levels, traffic cameras, weather impacts and more via VDOT’s website and mobile app.
This construction is part of Phase 4C of the HREL Hampton Segment project. It involves converting three existing general purpose lanes in each direction on I-64 into one Express Lane, one part-time Express Lane and two general purpose lanes each way. The project includes widening the interstate corridor between west of Mallory Street (exit 268) and LaSalle Avenue (exit 265A), repaving existing lanes and adding a new travel lane in each direction for approximately two miles. Additional work includes improvements or replacements for six mainline bridges and one pedestrian underpass; specifically, two eastbound bridges over the Hampton River will be replaced while the westbound bridge will be widened and rehabilitated.
The HREL Hampton Segment is designed as part of a planned continuous high-occupancy toll Express Lanes network stretching about 45 miles along I-64—from just west of Denbigh Boulevard in Newport News through to the I-264/I-664 Bowers Hill interchange in Chesapeake—aiming to help manage increasing regional traffic demand with dynamic tolling systems.
