Hampton Roads motorists face overnight roadwork Nov. 2–8 with major bridge-tunnel impacts

Drivers in the Hampton Roads area should prepare for several road closures and traffic shifts from November 2 to November 8, 2025. The Virginia Department of Transportation (VDOT) has announced that scheduled closures may change due to weather or other factors.

Major bridge-tunnel facilities will see overnight single-lane closures. The Hampton Roads Bridge-Tunnel on I-64 westbound will have lane restrictions on November 3 and 6 from 9 p.m. to 5 a.m. The Monitor-Merrimac Memorial Bridge-Tunnel on I-664 will experience alternating single-lane closures in both directions between November 3 and 6 during the same hours, with an additional northbound closure on November 6 from 9 a.m. to 2 p.m. On Route 17, the James River Bridge southbound will close one lane on November 4 from 9 a.m. to 2 p.m.

Motorists seeking updates about maintenance schedules for the Downtown Tunnel (I-264), Midtown Tunnel (Route 58), and MLK Expressway (Route 164) are directed to visit the Elizabeth River Tunnels website. On I-64 in Virginia Beach, full on-ramp closures from Indian River Road to I-64 east are planned nightly from November 2 through November 6, between 8 p.m. and 5 a.m.

The I-64 Gap Segment C Widening project in James City County will result in single-lane closures on both eastbound and westbound lanes from the New Kent County-James City County line to Route 199/Lightfoot (exit 234), starting as early as 7 p.m. until as late as 7 a.m., between November 3 and November 7. Several long-term traffic shifts remain in place in this area.

In Hampton, full ramp closures related to the HREL Hampton 4C Project are scheduled nightly from November 2 through November 7, affecting various exits including Armistead Avenue/LaSalle Avenue, Rip Rap Road/Langley AFB, Settlers Landing Road/Woodland Road, and others. Alternating single-lane closures and brief intermittent stoppages will occur between Mallory Street (exit 268) and LaSalle Avenue (exit 265).

Norfolk’s section of I-64 under the HREL Norfolk 1A project will have numerous ramp and lane closures affecting Patrol Road, Granby Street, Little Creek Road, Tidewater Drive, and adjacent ramps between November 2 and November 7 during evening hours.

The Norfolk Reversible Express Lanes on I-64 will be fully closed at various periods between October 31 and November 10.

In Newport News/Hampton under the HREL Newport News/Hampton projects (4A/4B), there will be multiple overnight lane closures between J. Clyde Morris Boulevard (exit 258) and Mercury Boulevard (exit 263). Ramp closures connecting I-664 north to I-64 west are also expected during this period.

Additional express lane restrictions are planned for Chesapeake’s portion of I-64 eastbound between Indian River Road (exit 286) and I-264 (exit 284), as well as in both directions between Bowers Hill interchange (exit 299) and I-264.

Other interstates such as I-464 in Chesapeake, I-564 in Norfolk near Naval Station Norfolk Gate 3A, and ramps onto I-664 south/I-64/I-264 east from West Military Highway are scheduled for full ramp or on-ramp closures during certain hours next week.

Notable local road impacts include Route 58 ramp restrictions in Southampton County with detours posted during full ramp closure periods, along with full closure of Route 58 west near DMV weigh station overnight beginning November 7; Towne Point Road’s access onto Route 164 west in Portsmouth will also be closed daily from November 3–7 during business hours.
