The Virginia Department of Transportation (VDOT) has released its weekly traffic alert for the Hampton Roads District, covering scheduled road and lane closures from November 9 to November 15, 2025. The notice includes information on full closures of interstates, ramps, bridges, primary roads, and lane closures at key bridge-tunnels.
Closures are subject to change depending on weather or other factors.
For the Hampton Roads Bridge-Tunnel (I-64), there will be alternating single-lane closures westbound on November 10, 12, and 13 from 9 p.m. to 5 a.m. The Monitor-Merrimac Memorial Bridge-Tunnel (I-664) will have alternating single-lane closures in both directions during the same dates and times, with an additional southbound closure on November 14 from 9 a.m. to 2 p.m.
On the James River Bridge (Route 17), drivers can expect alternating mobile single-lane closures southbound on November 10 and 13 from 9 a.m. to 2 p.m., as well as a single-lane closure southbound on November 12 during the same hours. Both directions will see single-lane closures on November 13 from 9 a.m. to 2:30 p.m.
Maintenance schedules for the Elizabeth River Tunnels—including Downtown Tunnel (I-264), Midtown Tunnel (Route 58), and MLK Expressway (Route 164)—are available through their respective channels. Updates for ongoing work related to the HRBT Expansion Project can be found online.
Interstate work includes full ramp and lane closures throughout Virginia Beach, Chesapeake, Norfolk, Newport News, Hampton, Suffolk, and surrounding areas. Notable projects include:
– Full on-ramp closures from Indian River Road to I-64 east in Virginia Beach nightly from November 9–13.
– Single-lane closures along I-64 east and west between New Kent County-James City County line and Route 199/Lightfoot for widening work.
– Multiple long-term traffic shifts affecting travel lanes near Settlers Landing Road/Woodland Road and LaSalle Avenue due to express lanes construction.
– Full ramp closures related to the HREL Hampton Projects at several exits along I-64 between Mallory Street and LaSalle Avenue.
– Continuous full closure of Norfolk Reversible Express Lanes in both directions at various periods throughout the week.
– Ongoing traffic pattern changes impacting access points along Tidewater Drive in Norfolk.
Other significant impacts include overnight ramp or road shutdowns along Route 58 in Chesapeake and Suffolk with detours provided during these periods.
