Hampton Roads drivers face multiple interstate lane restrictions Dec.21–27

The Virginia Department of Transportation (VDOT) has released its weekly traffic alert for the Hampton Roads District, covering scheduled closures and lane restrictions from December 21 to December 27, 2025. The list details full closures on interstates, ramps, bridges, primary roads, and specific lane closures at major bridge-tunnels and bridges in the region.

VDOT announced it will suspend many highway work zones and lift most lane closures on interstates and other major roads for holiday travel from noon on December 24 until noon on December 26, as well as from noon on December 31 until noon on January 2. “Read the statewide holiday travel release here.”

Scheduled closures may change due to weather or other factors.

For bridges and tunnels:
– Monitor-Merrimac Memorial Bridge-Tunnel (I-664) will have alternating single-lane closures in both directions overnight on December 22 and mobile single-lane northbound closures during the day on December 23.
– Berkley Bridge (I-264) will experience short-duration mobile single-lane northbound closures late at night from December 21-22.

On interstates:
– I-64 Gap Segment C Widening in James City County includes nightly single-lane closures between Route 199/Lightfoot (exit 234) and the New Kent County-James City County line through December 23. Long-term temporary traffic shifts remain in effect in this area.

The I-64 HREL Hampton 4C Project involves full ramp closures overnight from December 21–23 at exits including Armistead Avenue/LaSalle Avenue (265B) and Settlers Landing Road/Woodland Road (267). Alternating single-lane closures and brief intermittent stoppages are also scheduled between Mallory Street (exit 268) and LaSalle Avenue (exit 265), along with several long-term traffic pattern changes.

In Norfolk, the I-64 HREL Norfolk 1A project features continuous alternating single-lane closures between Granby Street (exit 276) and Chesapeake Boulevard (exit 278), as well as a series of full ramp closings during nighttime hours. Traffic shifts toward inside medians or outside lanes are also ongoing. On I-564, alternating lane reductions continue eastbound and westbound.

The Norfolk Reversible Express Lanes will be fully closed continuously from the evening of December 19 until early morning on December 22, with additional daytime closings scheduled for later in the week.

The Newport News/Hampton section of I-64 will see multiple lane restrictions overnight through Christmas Eve between J. Clyde Morris Boulevard (exit 258) and Hampton Roads Center Parkway (exit 261). Several long-term lane reductions continue in this corridor.

Other notable restrictions include ramp closings from Route 17 north to I-464 north in Chesapeake during daytime hours next week; a brief westbound stoppage is planned overnight for I-264 near Military Highway; Route164 eastbound will have a single-lane closure near College Drive midweek.
