Hampton Roads District announces weekly interstate and bridge closure schedule for Sept. 7–13

The Virginia Department of Transportation (VDOT) has announced a series of scheduled road and lane closures across the Hampton Roads District for the week of September 7-13, 2025. These closures will affect interstates, ramps, bridges, tunnels, and primary roads throughout the region.

At the Hampton Roads Bridge-Tunnel on I-64, single-lane closures are planned eastbound on September 8 and again from September 10 to 11 between 9 p.m. and 5 a.m. There will also be brief stoppages in both directions during early morning hours on September 10.

The Monitor-Merrimac Memorial Bridge-Tunnel (I-664) will see alternating mobile single-lane closures in both directions from September 8 to 11 overnight. On the James River Bridge (Route 17), drivers can expect single-lane closures southbound and alternating single-lane closures in both directions during daytime hours through most of the week.

Other notable bridge work includes northbound single-lane closures on the George P. Coleman Bridge (Route 17) on September 8 and 9, as well as a scheduled test opening at the High Rise Bridge (I-64) eastbound early morning on September 7.

For those using the Elizabeth River Tunnels—including Downtown Tunnel (I-264), Midtown Tunnel (Route 58), and MLK Expressway (Route 164)—maintenance schedules are available at Elizabeth River Tunnels’ website. Updates regarding lane closures related to the HRBT Expansion Project can be found online at their dedicated project site.

Interstate work is extensive this week. In Virginia Beach, full ramp closures are planned nightly from Indian River Road to I-64 east between September 7 and 11. Newport News will see similar full ramp closures from Jefferson Avenue to I-64 west each night during that period.

The ongoing I-64 Gap Segment C Widening project in James City County continues with overnight single-lane closures in both directions between New Kent County-James City County line and Croaker Road or Route199/Lightfoot exits. There are also long-term traffic shifts associated with this project; details are provided by VDOT’s traffic alert system.

Hampton Roads Express Lanes construction projects continue to cause various lane reductions and temporary shifts across multiple segments of I-64. Additional information about these impacts is available via VDOT’s interactive map for express lanes projects.

Specific ramp closure details for I-64 HREL Hampton section include full nighttime ramp shutdowns around Settlers Landing Road/Woodland Road, Mallory Street, LaSalle Avenue, and intermittent stoppages between Mallory Street and LaSalle Avenue throughout the week. Long-term continuous lane reductions remain in place near Settlers Landing Road/Woodland Road to LaSalle Avenue due to ongoing construction activity.

In Norfolk, several off-ramp and on-ramp full nighttime closures will impact travel along I-64 between Granby Street and Chesapeake Boulevard through mid-month. Continuous alternating lane restrictions are expected over weekends as well as additional intermittent stoppages along Tidewater Drive off-ramps during daytime hours.

The Norfolk Reversible Express Lanes on I-64 face full directional closure over multiple nights starting September 5 through mid-month mornings for maintenance activities.

Further west in Newport News/Hampton area—between Victory Boulevard and J. Clyde Morris Boulevard—drivers should anticipate multiple overnight lane reductions affecting both eastbound and westbound traffic flows along with some ramp shutdowns connecting to I-664 or Mercury Boulevard.

Additional local impacts include short-term ramp or lane restrictions along portions of Route164 in Chesapeake/Portsmouth, Route17 in York County, sections of I‑464 in Chesapeake, selected ramps serving Naval Station Norfolk via I‑564, as well as utility-related brief stoppages affecting both directions of I‑95 near Emporia/Greensville County late evening on September9 due to electric work by Mecklenberg Electric Cooperative.

All schedules remain subject to change depending upon weather conditions or unforeseen factors.
