The Virginia Department of Transportation (VDOT) has announced a series of scheduled lane and ramp closures for major highways, bridges, and tunnels in the Hampton Roads District from December 14 to December 20, 2025. The planned work will affect key travel routes and is subject to change based on weather conditions or other factors.
Among the significant impacts, drivers using the Hampton Roads Bridge-Tunnel on I-64 should expect single-lane closures eastbound during overnight hours on December 16-17, as well as full directional closures early morning on December 14 for tide gate testing. Westbound single-lane closures are also scheduled for December 18 at night.
On the Monitor-Merrimac Memorial Bridge-Tunnel (I-664), alternating single-lane closures will take place in both directions on December 15-16 during nighttime hours. Additional mobile lane closures are planned through December 18. Northbound lanes will also see short-term daytime closures on December 16.
The James River Bridge (Route 17) will have alternating lane closures northbound and southbound at various times between December 15 and December 18. Brief intermittent test openings are set for midday on December 16, along with additional mobile lane restrictions later in the week.
Work is also planned at the George P. Coleman Bridge and High Rise Bridge with mobile or single-lane closures affecting traffic flow overnight and during daytime periods.
Motorists traveling through the Elizabeth River Tunnels are advised to check the official Elizabeth River Tunnels website for up-to-date maintenance schedules covering Downtown Tunnel (I-264), Midtown Tunnel (Route 58), and MLK Expressway (Route 164). Similarly, those impacted by construction related to the HRBT Expansion Project can find current information about lane restrictions on the project’s dedicated website.
For travelers in Chesapeake, there will be full nighttime ramp closures from I-64 west to I-464 north between December 16 and December 19. In James City County, work associated with I-64 Gap Segment C Widening includes ramp and mainline lane restrictions near Croaker Road (exit 231) and Old Stage Road (exit 227).
Multiple projects under the Hampton Roads Express Lanes initiative continue throughout this period. Drivers can view details about long-term traffic shifts and specific closure schedules via VDOT’s Hampton Roads Express Lanes project page as well as an interactive map showing ongoing impacts across different construction segments.
In addition to these projects, other notable disruptions include Route 199 in York County with daytime single-lane closures near exit 242 from December 15–18, and Route 164 in Portsmouth with mobile overnight lane restrictions between College Drive and West Norfolk Bridge.
Motorists are encouraged to review VDOT’s alerts before traveling in order to plan alternate routes or adjust their schedules around these anticipated delays.
