Founder of American Majority: ‘We are ruled—not governed—by a vast, unelected bureaucracy’

Ned Ryun, the founder of American Majority, has called for the dismantling of the federal bureaucracy through legislative action, mass layoffs, decentralization, and a cultural shift aimed at restoring representative government. He made these statements on Substack.

“We are ruled—not governed—by a vast, unelected bureaucracy,” said Ryun. “The American people should not be held hostage by unelected paper-pushers with god complexes. The next president must treat the federal bureaucracy like a hostile foreign power. We must revive the revolutionary spirit of 1776.”

According to Ryun’s Substack post, America’s crisis extends beyond policy failures or political dysfunction; it is systemic and existential. He argues that Americans are “ruled by” a permanent administrative class that outlasts elections and operates without accountability. This “Leviathan with no face, no term limit, and no accountability,” he says, undermines representative government. Until it is dismantled, Ryun warns, “we will never be free again.”

Ryun outlines what he terms “a war plan” to dismantle the administrative state. He asserts that Congress must cease “funding these departments and agencies” that usurp its authority and reclaim lawmaking power by ensuring “all major regulatory decisions be voted on by Congress—or they don’t exist.” Additionally, he advocates for mass layoffs of federal workers who believe “they are the rightful rulers of this country,” beginning with reinstating Schedule F and abolishing agencies like the Department of Education and the Internal Revenue Service (IRS). His rationale is straightforward: “Fewer bureaucrats = less tyranny.”

Ryun also suggests conservatives should abandon efforts to fix a broken system in favor of building new institutions. He supports creating “parallel institutions—media, finance, education—that don’t depend on woke capital or federal approval,” while calling for decentralizing power back to states and individuals. He urges a mindset shift: “Stop tolerating the surveillance. Stop shrugging at censorship. Stop accepting the rule of the bureaucrat.”
