Fan restricted parking decals for 2026-2027 available starting May 4

New parking decals for residents of the Fan Restricted Parking District in Richmond will be available for purchase beginning May 4. The current permits are set to expire on June 30, and both mail-in and in-person renewal options are being offered to qualifying residents.

The decal fees are $25 for automobiles and motorcycles, while visitor passes cost $35. Residents must display a valid Fan permit to park longer than one hour from 7:00 a.m. to 9:00 p.m., Monday through Thursday, and from 7:00 a.m. to 6:00 p.m. on Friday. In certain areas, including West Avenue, parts of Boyd and Birch Streets, and the 1600 and 1800 blocks of West Grace Street, the one-hour limit applies from 7:00 a.m. until midnight every day.

To obtain a permit, residents must complete an application with supporting documents verifying residency within the district. Property owners need to provide proof of ownership such as a real estate bill, while renters must present a valid lease along with owner approval on their application form.

A resident is defined as either an owner or renter living at an address in the district who is also a licensed driver whose domicile matches that address; immediate family members residing at the same address may also qualify if they meet these criteria.

Annual visitor passes are limited to two per household or building address at $35 each and can only be purchased by residential homeowners when obtaining their own Fan permit. All applicants must comply with Virginia Department of Motor Vehicles registration requirements.
