A Danville woman who operated a home health care business has been sentenced for failing to pay more than $600,000 in employment taxes. Julia Ann McKinnis, 66, received a sentence of three years’ probation with 12 months of home confinement and must complete 300 hours of community service.
McKinnis, the former majority owner and administrator of Angel Wings Home Health, pleaded guilty in October 2024 to one count of willfully failing to pay taxes after waiving her right to be indicted. She owned 90 percent of the company and had managed its operations since at least 2010.
According to court documents, the Internal Revenue Service began investigating Angel Wings Home Health in 2011 for not properly reporting and paying employment taxes. The investigation concluded in 2016, leading to an installment agreement for repayment. Despite this agreement, from the third quarter of 2018 through the fourth quarter of 2021, Angel Wings again failed to accurately report employee wages and did not pay required employment taxes.
C. Todd Gilbert, United States Attorney for the Western District of Virginia, and Kareem Carter, Special Agent in Charge of IRS Criminal Investigation’s Washington D.C. Field Office announced the sentencing.
“The Internal Revenue Service – Criminal Investigation investigated the case,” according to officials.
Assistant U.S. Attorney Jason Scheff prosecuted the case on behalf of the United States.
