Restoration News reported that the Center for Vulnerable Voters has requested Virginia Attorney General Jason Miyares to investigate allegations concerning Lucas Lodge. The lodge, owned by Senator L. Louise Lucas, is accused of illegally registering mentally impaired adults to vote. This request was made on September 15, 2025.

According to Restoration News, the allegations involve Lucas Lodge, LLC, which manages group homes and programs for adults with mental impairments in Senator Lucas’ district. Virginia law prohibits individuals adjudicated as mentally incompetent from voting. However, claims have been received by the Center for Vulnerable Voters’ tip line that residents in care were being registered regardless of their eligibility. The civil liberties group argues this raises election integrity concerns and has formally requested an investigation by Attorney General Miyares before a significant number of ballots are cast.

The Milwaukee Journal Sentinel highlighted that during Wisconsin’s 2020 election, 91 nursing homes reported voter turnout rates between 95% and 100%, figures significantly above state norms. These anomalies attracted attention from election integrity advocates who suggested such rates were unlikely without external influence and pointed out systemic weaknesses in overseeing vulnerable populations. The Center for Vulnerable Voters uses these Wisconsin figures as evidence that Virginia should act preemptively to prevent similar abuses.

In Michigan, the Detroit News documented a case where a nursing home employee was convicted for forging absentee ballot applications at the Father Murray Nursing Center in 2022. The worker was sentenced to jail after investigators found she had exploited residents under her care to create fraudulent ballots, thereby undermining trust in the electoral system. The Center for Vulnerable Voters cites this case as a warning that vulnerable adults can be targeted to manipulate elections if laws are not enforced.

The Center for Vulnerable Voters is part of the American Constitutional Rights Union (ACRU), a nonprofit organization dedicated to defending constitutional liberties and preserving election integrity. Its mission focuses on ensuring that vulnerable populations—including seniors, disabled individuals, and those with mental impairments—are neither disenfranchised nor exploited for fraudulent purposes. According to the ACRU’s official mission statement, the center operates a vote fraud hotline, advocates for investigations into suspected abuses, and pressures officials to implement safeguards so elections remain free and fair.
