48-hour single-lane closure set for East Little Creek Road during HREL Norfolk work

Contractor crews working for the Virginia Department of Transportation (VDOT) will begin a continuous single-lane closure on East Little Creek Road in Norfolk for approximately 48 hours. The closure is necessary to allow drainage installation as part of the first phase of construction for the Hampton Roads Express Lanes (HREL) Norfolk Segment.

The closure is scheduled to start as early as 7 p.m. on December 9, with the eastbound right lane closed from Waco Street to San Antonio Boulevard. During this period, all traffic will be shifted to the left lane, resulting in only one lane available for travel in this section. The closure is expected to remain in place until about 7 p.m. on December 11.

All work is dependent on weather and scheduling and may change if conditions require it.

Motorists are encouraged to check road and travel conditions before driving by using VDOT’s free 511 Virginia traffic tools or the Waze GPS app, which provides real-time updates through integration with VDOT’s system. The 511Virginia website and mobile app offer information about construction, incidents, congestion, traffic cameras, and weather impacts.

This project is part of Phase 1A of the HREL Norfolk Segment construction, which began in summer 2023. The work includes converting the inside shoulder along I-64 into a high-occupancy tolled express lane that operates part-time alongside three existing general-purpose lanes between Patrol Road and Tidewater Drive—a stretch covering two miles. It also involves widening and rehabilitating several bridges on I-64.

The HREL Norfolk Segment will eventually connect into a continuous 45-mile high-occupancy toll express lanes network along I-64, extending from west of Denbigh Boulevard in Newport News to the I-264/I-664 Bowers Hill interchange in Chesapeake. As regional traffic demand grows, these express lanes aim to help manage congestion and provide more reliable travel options for motorists across Hampton Roads.

VDOT has launched an interactive map on its website that displays current long-term lane and ramp closures throughout the HREL corridor. This tool allows drivers to view potential travel impacts relevant to their routes or monitor overall project progress. The map can be accessed at VDOT’s Long-Term Traffic Impacts page.
